History of OCHEA

1988-1989

The Association proceeded into its sixth change of officers at the conclusion of the Summer Conference in Toledo with Robert McElwee (University of Akron-Wayne College), President; Paul Callahan (Cincinnati Technical College), President-Elect; Barbara E. Hanniford (The Ohio State University), Secretary; and Carol Sesnowitz (Kent State University), Treasurer. Others elected to the Executive Board included Barbara L. Ludwig (Youngstown State University), Vice President for Public Colleges and Universities; Mary Oakes (Findlay College), Vice President for Public Colleges and Universities; DeAnn Basden (University of Cincinnati--Raymond Walters College), Vice President for Branch/Regional Campuses; and John Meighan (Columbus State Community College), Vice President for Technical and Community Colleges).

The mail ballot for the office of President-Elect resulted in a tie between Robert Joyce and Paul Callahan.- The 1987-1988 Executive Board determined that a ballot of those attending the conference, a departure from precedent established in the 1986-1987 run off election, would elect the President-Elect. The election resulted in the election of Paul Callahan to that office.

The Association's twelve standing committees provided additional leadership through the service of Leon Albert (Awards and Honors, Chair); E.J. "Bud" Houston (Communications, Chair); Carole Fasig (Community and Governmental Relations, Chair); Allan Swanson (Bylaws and Constitution, Chair); Roseann Parks (Winter Conference, Chair); Paul Callahan (Finance Committee, Chair); Robert McElwee (Nominations and Election, Chair), Susan McGough (Organizational Development, Chair); John R. Loch (Research and Data Collection, Chair); Janice Peterson (Site Selection, Chair); Tom Blaney, Rhonda Benedict and Karyl, Williams (CoChairs, Summer Conference).

The Association's Executive Board adopted the theme, "Visibility, Vision and Vital Capacity" to capture the hopes and goals it set. The Executive Board working with the respective committees undertook projects which increased the relevance of the Association for its members through publishing a new and more cost effective Membership Directory; sponsored the 4th annual Adult and Continuing Education Week in Ohio from March 12-18, 1989; continued to improve upon relationships with state agency personnel; entered into an agreement to have OCHEA and Region IV of the Association for Continuing Higher Education to co-sponsor the Winter Conference in 1990; conferred the Order of Lifelong Learning Award on Marvin Phillips (University of Akron) and Sister Rita Schmutte (College of Mt. St. Joseph); conducted a survey of the membership on the timing, length and format of the Association conferences; published Professional Educational Requirements--- Voluntary Credentialing; reinstituted the newcomers sessions as a part of the conferences; conducted the second special interest group "sessions," adopted a "Statement of Strategic Direction for OCHEA;" conducted an association-wide Delphi-like survey to assist in charting the Association's future distributed the chart and the validation report from the 1987 DACUM Study of the Chief Continuing Education Administrator; systematized the incorporation of conference management suggestions; rejuvenated The Continuing Educator to include training alerts, research abstracts and program tips; and the Special Committee on the History of OCHEA completed its task with the publication of the History of OCHEA. John R. Loch (Youngstown State University) served as Chair of this Special Committee

The Winter 1989 Conference with the theme, VISIBILITY, VISION AND VITAL CAPACITY presented eight concurrent sessions and a panel of chief administrators providing their view on the future of continuing education in Ohio. The Banquet Speaker was Dr. Mel Helitzer, Professor of Public Relations and Advertising at Ohio University. Ile Summer 1989 Conference was held at the Ramada Inn Dayton-South in West Carrolton, Ohio from July 19-2 1, 1989 with the theme, "Continuing Educators: Discovering Our Vital Capacity." Eleven .concurrent sessions were provided with keynote presentations by Dr. John Schmidt, Dean of Continuing Education at the University of Wisconsin on "The Future Begins Today;" Dr. Martin Jenkins, The Ohio State University on "Transformational Leadership for a Changing Environment" and Dr. John Cindric, Findlay College, on "Understanding Your Personal Style." At the 1989 Summer Conference, the Association conferred its first SPECIAL SERVICE TO THE ASSOCIATION AWARD on Dr. John R. Loch (Youngstown State University).

The most significant action taken in the year was the adoption by the Executive Board of a "Statement of Strategic Direction for OCHEA." The statement recommends that the Association's committee structure be reviewed mid that the number of committees be reduced; that additional or alternative bases of organization, namely special interest groups, would better address membership needs, interests and concerns than the current constituencies; that the Association hold only one conference a year; that while not a political organization, OCHEA should serve as a forum for discussing controversial issues, encouraging debate and discussing matters of importance to association members; that OCHEA form a long range, strategic planning group to identify, analyze, and report on national and state trends likely to affect continuing education and the Association; and that communication among members be improved.

Association membership for 1988-1989 included 77 institutions and 110 Associate members.

1989-1990

The Association began its seventh year with the induction of Officers at the Summer Conference in Dayton. Officers were Paul Callahan (Cincinnati Technical College), President; Judy Fritsch Hirschman (Kent. State University), President-Elect; Danny Evans (Shawnee State. University), Secretary; and Robert Joyce (Heidelberg College), Treasurer. The constituency vice presidents elected included Muriel Ballou (Ohio University), Vice President for Public Colleges and Universities; Paul Parlato (Wittenberg University), Vice President for Private Colleges and Universities; Greg Andrews (Kent State University-Stark Campus), Vice President for Branch/Regional Campuses; and Rita Gitson (Cuyahoga Community College), Vice President for Technical and Community Colleges. Leslie Heaton (University of Cincinnati, Raymond Walters College) served as acting vice president for branch and regional campuses due to Greg Andrews inability to serve the full term.

The Association's major accomplishments in 1989-1990 included the conduct of the Annual Leadership Conference with William Martin speaking on "Organizational Renewal" on October 20, 1989 wit 30 attending; participation of the Executive Board in a trial project linking the Board members through ONET: the sponsorship of the fifth annual Adult and Continuing Education Week in Ohio (March 18-24, 1990); the appointment of John R. Loch (Youngstown State University) as OCHEA Historian and the revision of the program award to establish a new approach to the award. The Association's first awards and honors brochure was published and distributed.

The Association conducted two conferences. The 1990 Winter Conference was conducted as a joint conference with Region VI of the Association for Continuing Higher Education at the Holiday Inn in Worthington, Ohio with 115 in attendance (OCHEA 72/ACHE 43). The theme focused on "Creating the 2 1 st Century." Excess income resulting from the conference was split with ACHE, Region VI. At the conference business meeting a heated discussion ensued on the number of conferences to be held by OCHEA. The Executive Board initially recommended that one conference be held annually. Floor discussion favored two conferences. The Executive Board in post-conference action- reversed its original recommendation and determined that the two conference structure should be continued.

The Association's standing committees were in place with John R. Loch (Awards and Honors, Chair); J. Eloise Lafferty (Communications, Chair); Allan Swanson (Constitution and By Laws, Chair); Phyllis Mendenhall and Joseph Nyduciak (Winter Conference, Co-Chairs); Muriel L. Ballou (Summer Conference, chair); Linda Herman (Membership, Chair); Paul Callahan (Nomination and Election, Chair); Margaret Katzen (Site Selection, Chair); and Rhonda Benedict (Special Interest Group Coordinator).

The 1990 Summer Conference was held at Ohio University in Athens, Ohio from July 18-20, 1990 with the theme, "Relax and Rejuvenate." Ninety were in attendance. A variety of concurrent sessions provided the opportunities to exchange practices and William Draves, President of LERN, was the keynote speaker.

At the 1990 Summer Conference the Association conferred a number of awards and honors HONORARY MEMBER: Gary Wilson (Edison State Community College); Leon Albert (Stark Technical College); Melvin Dunn (Cleveland State University); Ferris Anthony (Cleveland State University); Patricia Skinner (Ohio Board of Regents); Ronald Taylor (Ursuline College) and John R. Loch (Youngstown State University) for their individual and collective contributions to the founding of OCHEA. PROGRAM INNOVATION AWARD: The Ohio State University and Cheryl Rapose for "The University Learning Guild" and to Miami University's Hamilton Campus and Middletown Campus for "The Production and Inventory Management Program." OLLO AWARDS: Robert W. McCormick, Donald Janz, Furman Allen (The Ohio State University); John C. Barton (Wright State University); Cecil Dobbins (University of Akron); Ramona Cormier (Bowling Green State University) and Nancy George Frick (Ohio UniversityLancaster).

The Association's 1989-1990 Institutional members were 66 and the Associate members were 104 with 1 affiliate member for a total of 171.

1990-1991

The Association began its eighth year on April 21, 1991. At die conclusion of the 1991 Summer Conference in July 1991, the Association changed its Officers with Judy Fritsch Hirschman (Kent State University), President; Danny Evans (Shawnee State University), President-Elect; Muriel Ballou (Ohio University), Secretary; and Robert Joyce (Heidelberg College), Treasurer. Others serving on the Executive Board included Nora Kegley (Kent State University), Vice President for Public Colleges and Universities; Kathleen Weber (Miami University-Hamilton), Vice President for Regional and Branch Campuses; Mary Kay Meyer (College of Mt. St. Joseph), Vice President for Private Colleges and Universities; and Richard Brown (Cincinnati Technical College), Vice President for Technical and Community Colleges. Nora Kegley left Kent State in January and Margaret Katzen from The University of Toledo was selected by the Executive Board to replace her as Vice President for Public Colleges and Universities. Rhonda Benedict departed from Ohio State University in June and Mary Lou Harris (Ohio University) replaced her as SIG Chain Rita Inman (Findlay University) replaced Margaret Katzen (University of Toledo) as Site Selection Chair. The Association's standing committees were reviewed and for the year the Finance Committee, the Organization Development Committee, the Membership Committee and the Research and Data Collection Committee were temporarily suspended. The remaining standing committees functioned in accord with the Bylaws: Awards and Honors (John R. Loch, Chair); Communications (Eloise Lafferty, Chair); Community and Governmental Relations (Jay McCreary, Chair); Winter Conference (Terry Calaway and Henry Trenkelbach, Co-Chair); Summer Conference (Marilyn Bokrass, Chair); Constitution and ByLaws (Allan Swanson, Chair); Nominations and Election (Jan Peterson, Chair); Site Selection (Margaret Katzen, Chair). The Executive Board appointed Lori Gourley (Kent State University) to serve as Membership Coordinator and Rhonda Benedict (The Ohio State University) to serve as, the Special Interest Group Coordinator. At the conclusion of the Summer Conference 1990, the Executive Board met to establish goals for the 1990-1991 Association year. The goals included re-establishment of linkages with OBR; operationalization of special interest group (SIGS); review of quality standards and issues; utilization of DACUM analysis to develop a multi-tier conference; and encouragement of interassociation linkages. Executive Board meetings were conducted on September 12, 1990, November 14, 1990; January 17, 1991 and April 24, 1991 at Mount Hall on The Ohio State University campus. The Board also met October I I at the University Parke Hotel in Columbus, March 6 at the Great Southern Hotel in Columbus and May 15, 1991 at the Sheraton Suites in Cuyahoga Falls.

The fourth Fall Leadership Conference was held on October 12, 1990 at the University Park Hotel. Janina C. Latack, Ph.D., The Ohio State University, discussed "New Strategies for Teaching and Mentoring." Each committee met and finalized its budget for the year. The total attendance was 42.

The Winter Conference was held March 7 and 8, 1991 at the Great Southern Hotel in Columbus with the theme, "Effective Partnerships in Education." Dr. Clive Veri, President of Shawnee State University and Richard Walsh, consultant, were the keynote presenters. The total registration for the conference was 73.

Ile Summer Conference was held at the Sheraton Suites in Cuyahoga Falls in July 17-19, 1991 with 79 full conference attendees and 20 one day conference attendees. The Summer Conference contributed $4478.79 to the Association after all expenses were paid. Dr. Carol Cartwright, President of Kent State University and Dr. Ann H. Moore, Vice-Chancellor of O.B.R. presented keynote speeches with the theme "Creating A New Culture in Higher Education."

Noteworthy activities during the year included the purchase of a certificate of deposit to maximize interest earnings for the Association (me purchase is to be reviewed annually and generated $500 interest the first year); the start of the revision of State Requirements for occupational and Professional Licensing and new the Voluntary Professional Credentialing Programs constitutional revisions to condense the document and provide future boards with greater flexibility; and Special Interest Group sessions incorporated in the Summer and Winter Conference as breakfast sessions. Also, OCHEA reviewed and reaffirmed the Quality Standards for non-credit programs and presented the Special Achievement Award to Leon Albert at the Winter Conference and to Zoe Bechtol at the Summer Conference. The OLLO Award was conferred on Lewis Yeager at the Winter Conference. Program Innovation Awards were presented to Miami University and Sinclair Community College for their "Automotive Industry Yesterday, Today and Tomorrow" and to Ohio University Lancaster for the "QUBIC;" sponsored Adult and Continuing Education Week in Ohio from March 17-22, 1991; established a contract with Ohio University to finalize Ile OCHEA Archives during Summer 1991 (A graduate assistant will be paid by OCHEA at a cost of no more than $2,000. The OCHEA Historian will update the archives annually); received a request from the Ohio Board of Regents to gather information on non-credit education and met with representative Linda Ogden to discuss possible joint projects (i.e. Continuing Education statistical information, adult/part-time student information. The Executive Committee and Research and Data Collection Committee will review options and will continue discussions with OBOR;

John R. Loch was appointed as OCHEA's Statutory Agent for Ohio incorporation.

Membership in 1990-1991 totaled 175 with 64 institutional members, 110 associate members and one affiliate member.

1991-1992

As the Association moved into its ninth year, the focus of the 1991-1992 year was on strategic planning under the leadership of Danny Evans (Shawnee State) as President; Muriel Ballou (Ohio University), President-Elect; Kathleen Weber (Miami University, Hamilton), Secretary; and Leslie Heaton (University Cincinnati, Raymond Walters College) Treasurer. Serving as constituency vice presidents were George Banziger (Marietta College) Private Colleges; Terry Callaway (Kent State University) Public Universities; Harold Sargus (Belmont Tech) Technical and Community Colleges and Carol Yova (Kent State - Trumbull) Branch/Regional Campuses.

Committee Chairs included Awards and Honors, John R. Loch (Youngstown State University); Communications, Julie Yowell (University of Dayton); Jay McCreary (Marion Tech) Community and Governmental Relations; Eloise Lafferty (University of Akron) Winter Conference; Jan Peterson (Bowling Green State University) Summer Conference; Jim Vondrell (University of Cincinnati) Constitution and By Laws, Lori Gourley (Kent State University) Membership; Danny Evans (Shawnee State) Nominations and Election; Hal Merz (Columbus Tech) Research and Data Collection; Karen Howe (Miami University-Hamilton) Site Selection and Mary Lou Harris (Ohio University) Special Interest Groups.

Among the year's accomplishments were: the completion of the Association's history from 1998 to 1991; the conferral of the OLLO Award on Zoe Bechtol (OSU-Newark and Central Ohio Technical College), Thomas Beech (University of Cincinnati) and Leon Albert (State Technical College; the conferral of the Service to the Association Award for Barbara Hanniford (Kent State University); the awarding of the Program Innovation Award to The University of Akron for Plastics Processing Technology Course Series (Nancy Clem) and The Ohio State University (Main Campus, Lima Campus, Marian Campus and the Agricultural Technical college for its multi campus Materials Requirements Planning Workshop) the sponsorship of Adult and Continuing Education Week; conducted through the Research and Data Collection committee a research project to discover the perceptions and advice of key decision makers regarding the impact of continuing higher education and the use of Hocking Tech's telemarketing to conduct the election of officers.

The Winter Conference attendance had 105 registered for the Conference with the -theme, "Vision: Education and Training in the 90's". Association membership reflected 66 institutional members and 107 associate members and one affiliate member.

The Summer Conference was held at Maumee Bay State Park from July 15-17, 1992 with the theme, "Summer Camp OCHEA 1992T Barbara Hannifrod received a "Service to the Association" award at the conference.

1992-1993

In the year in which the Association marked the tenth anniversary of its founding, the Association established a partnership with the ERIC Clearinghouse at the Ohio State University; sponsored Adult and Continuing Education Week in Ohio from May 3-7, 1993; completed the update of Ohio's Requirements for Occupations and Professional Licensing; finalized the organization of the OCHEA archival collection at Ohio University's Alden Library; hosted the Winter Conference with Enterprise Ohio of the Board of Regents featuring Edward Simpson, Jr. (University of Georgia); Pam Tate (CAEL); and Dixie Sommers (State of Ohio) as keynote presenters on the theme, "Managing in Changing Times," with 90 participating in the Conference, from March 4-5, 1992; established a new membership category for retired OCHEA members; completed the research project designed to discover the perception and advice of key decision makers (Presenters, Trustees and State Legislators) regarding the impact of continuing education; conducted the Summer Conference from July 15-16, 1992 with 72 attending at the Sheraton-Springdale Hotel in Cincinnati on the topic of "Proactive Leadership"; hosted the OCHEA Leadership Conference in Columbus on October 8, 1992; and initiated the update of the Voluntary Professional Credentialling Programs.

The Association's officers for 1992-1993 included Muriel Ballou (Ohio University) President; Terry Callaway (Kent State University) President-Elect Robert Lawson (Shawnee State University) Secretary and Leslie Heaton (Raymond Walters College, University of Cincinnati). The constituency vice presidents included Rita Inman (Findlay University) Private Colleges and Universities; Paula Payne Gastenveld (NEOUCOM) Public Universities; Don Perry (University of Cincinnati, Clermont) Branch and Regional Campuses (July 1992-March 1993) and Kathleen Weber (Miami University-Hamilton) (April-July, 1993); and Susan Berry (Washington State Community College) Community and Technical Colleges.

Serving as the chairs of the Association's Committees in 1992-1993 were Ethel Mae Richards (Stark Technical College) Community and Governmental Relations; John Meighan (Columbus State Community College) Research and Data Collection; Karen House (Miami University ]Hamilton) and Mary Kay Meyer (ML St. Joseph) Summer Conference; Richard Starr (Clark State Community College) Winter Conference; James Vondrell (University of Cincinnati) Constitution and By Last; Muriel Ballou (Ohio University) Nominations and Elections; Ginnie Ramey (Shawnee State University) Membership; Mary Lou Harris (Ohio University) Special Interest Groups and John R. Loch (Youngstown State University) Historian and Chair of the Voluntary Professional Credentialing Programs Committee.

In 1993 Honorary Membership was conferred on Zoe Bechtol (Ohio State University - Newark and Central Ohio Technical College) and Sr. Donna Capuano (Ursuline College). Program Innovation Awards were presented to the University of Cincinnati for -the Institute for Managing Diversity (Jeannette Taylor) and to the University of Akron and the Northeastern Ohio Universities College of Medicine for TV-2 Way Interactive Television Network (Jan Taylor Dunhaven and Jean Baird)

The Association's membership included 187 members of which 70 were Institutional and 117 Associate members (Branch/Regional 28/Private 42/Public 80/Technical Community 37).

1993-1994

The Association moved into its second decade of service to Ohio's continuing education professionals under the leadership of the 1993-1994 officers: Terry Callaway (Cuyahoga Community College) as President; Barbara Hanniford (Kent State University) President-Elect; Rita Inman (Findley University) Secretary and Leslie Heaton (Raymond Walters College University of Cincinnati) as Treasurer. The constituency vice presidents were Pat Bower (Tiffin University) Private Colleges and Universities; Lori Gourley (Kent State University) Public Universities; Karen House (Miami University - Hamilton) Branch/Regional Campuses; and Janine Overstreet (Southern State Community College) Technical and Community Colleges.

Serving as committee chairs were Eloise Lafferty ( University of Akron) Awards and Honors; Julie Mitchell (University of Dayton) Communications; Ethel Mae Richards (Stark Technical College) Community and Governmental Relations; Dick Starr (Clark State Community College) Summer Conference; Kathie Albertson (Ohio University - Cambridge) and Carol Ventresca (Ohio State University) Winter Conference; Lori Gourley (Kent State University) Membership; Susan Berry (Washington State Community College) Nominations and Election; Jim Vondrell (University of Cincinnati) Constitution and ByLaws; Lori Gourley (Kent State University) Site selection; Hal Merz (Columbus State Community College) Research and Data Collection; Terry Callway (Kent State University) Special Interest Groups; John R. The Association's accomplishments in 1993-1994 included the sponsorship of two conferences Winter ("Reengineering for the Future: Looking Outside Ourselves") with 100 attending and Summer (Legal and Ethical Issues in Continuing Higher Education) with 57 attending; the acquisition of a banner depicting the OCHEA logo and label pips with the same logo; hosted a focus group exploring how best to apply the Special Interest Groups to OCHEA; conducted the Leadership Conference with Tom Groves speaking on Small Group Dynamics on October 8, 1993 at the Parke Inn in Columbus, Ohio; printed the updated Constitution and By Laws in the Membership Directory; sponsored Adult and Continuing Education week in Ohio from May 1-7, 1994; and completed the Impact Study sponsored by the Research and Data Collection Committee involving Ohio State University - Lima, Kent State University, University of Cincinnati, Columbus State Community College and UC Raymond Walters College; initiated an oral history project, and finalized "State Requirements for Occupational/Professional Licensing and Continuing Education." Diskettes (3/93) were sent to each member institution.

The Association presented its OLLO Award to Nora Kegley (Kent State University) at the Winter Conference. The Service to the Association Award was presented to Judy Hirschman (Kent State University). The 1994 Program Innovation Award was presented to C uyahoga Community College (Cullen Johnson) and NASA Lewis Research Center for the Science, Geography, Mathematics and Aerospace Academy (SGMAA).

1994-1995

The Association provided for the professional development needs of continuing educators in Ohio under the leadership of the Association Officers: Barbara Hanniford, President (Kent State University); Karen House, President-Elect (Miami University - Hamilton); Leslie Heaton, Treasurer (Raymond Walters College, University of Cincinnati); Julie Mitchell, Secretary (University of Dayton). Constituency vice presidents serving included Robin Lee, Community and Technical Colleges (Jefferson Technical College); Jim Policita, Public Universities (Miami University); Mary Kay Meyer, Private Colleges and Universities (College of Mount St. Joseph) and Lisa Snell, Branch and Regional Campuses (Wayne College, University of Akron). The officers and Constituency vice presidents comprised the 1994-1995 Executive Board.

Site Selection (Bowling Green State University); Pat Bower, Special Interest Groups (Tiffin University); and John R. Loch, Historian (Youngstown State University).

The Association's year counted among its activities and services the hosting of the Leadership Conference in Columbus on October 14, 1994 with fifty-three in attendance; and the cosponsorship with Region VI of the Association for Continuing Higher Education in Columbus under the theme, "Continuing Education: Innovation for Change." Also, OCHEA hosted in Ashtabula, Ohio and Cincinnati, Ohio demonstrations of interactive television course delivery; established a formal partnership agreement with LERN (Learning Resources Network); studied and debated the elimination of the Summer Conference and recommended to the membership the elimination of the Summer Conference which was adopted at March 1995 Business Meeting; explored the establishment of electronic communications as a vehicle for expanding communication with members; presented the 1995 OLLO Awards to Ethel Mae Richards (Stark Technical College) and Paul N. Shilling (Bowling Green State University - Firelands College) and the Service to the Association Award to Richard Starr (Clark State Community College); adoption of amendments to the Constitution and ByLaws to accommodate for the deletion of the Summer Conference; and hosting the Association's last Summer Conference with the theme, "Best Practices for Today's Continuing Education Professional."

Membership in the Association totaled 172 in 1994-1995 (Branch Regional, Institutional 18/Associate 11; Private Colleges and Universities, Institutional 19/Associate 18; Public Universities, Institutional 13/Association 13; Technical and Community Colleges; Institutional 15/Associate 26.

1995-1996

This year was a shorter leadership year as the Association made the transition from two conferences per year to one. The new Executive Board included Karen S. Sprott left ATI in mid-year and Barb Mackey served as acting chair of this committee.

Highlights of the year included a Leadership Conference held in Columbus in September with the theme, "Meeting the Team Challenge: Identifying Your Natural Team Role." 31 members attended. An expanded annual conference was held March 6-8 at Holiday Inn on the Lane in Columbus. Nationally known keynote speakers addressed the theme "Reflections for Growth: Refining Our Processes." 64 people attended. An Association listserve was developed on the Internet and 70% of the members joined the listserve its first year. The Research and Data Collection Committee designed the survey Profile of Adult Learner Programs and Services in Ohio. Which was sent to 119 member and non-member institutions. The Private Colleges constituency sponsored a one day workshop on Summer School. A through review of the Association constitution and bylaws was done by the Constitution and Bylaws Committee. A Service to the Association award was presented to Leslie Heaton.

Membership in the Association for 1995-1996 totaled 175, of which 50 were new members.

1996-1997

The Association’s fourteenth year began a new annual cycle that now begins and ends at the March conference. The new officers were: Pat Bower, President (Tiffin University); Carol Ventresca, President-Elect (Ohio State University); Henry Trenkelbach, Treasurer (Kent State University); and Paul Parlato, Secretary (Wittenberg University). Constituency Vice-Presidents were Russ O’Neill, Branch and Regional Campuses (University of Akron Wayne College); Claude Paumier, Community and Technical Colleges (Stark State College of Technology); John Kengla, Private Colleges and Universities (Otterbein College); and Eloise Lafferty, Public Universities (University of Akron).

The Association’s committees were capably chaired by Jane Link (Xavier University), Awards and Honors; Barbara Hanniford (Kent State University), Communications; Matt Cocks (University of Cincinnati Raymond Walters College), Community and Government Relations; Amy Mast (University of Akron Wayne College) and Mary Kay Meyer (Xavier University), Conference; Jim Vondrell (University of Cincinnati), Constitution and Bylaws; Julie Mitchell (University of Dayton), Membership; Jane Cavanaugh (Baldwin Wallace College), Nominations and Elections; Barbara Hoskins (University of Cincinnati), Research and Data Collection; Jan Peterson (Bowling Green State University), Site Selection; and Barb Mackey (Wittenberg University), Special Interest Groups.

An important initiative during this year was the beginning of an ongoing strategic planning process under the direction of President-elect Carol Ventresca. This included a focus session with past presidents, a focus session with members during the Leadership Conference, and a series of phone surveys and a mail survey. A draft report of the process and recommendations was presented at the annual conference.

The Leadership Conference was held at the Radisson Hotel Columbus North in October and featured Dr. James Lahoski speaking on "Educational Leadership – Oxymoron or Not?" The annual conference was again held at Holiday Inn on the Lane March 5-7 with the theme, "Contemplating our Core Competencies: A Focus on Excellence." Keynote presenters were Sandra Golden and Dr. Richard L. Klosky. For the first time in a number of years, there were exhibitors from 10 different companies. The Profile of Adult Learner Programs and Services in Ohio research project was completed, analyzed, and reported at the annual conference and the results were printed and disseminated in the conference program book. The annual Private Colleges constituency’s one day workshop was held in Columbus and focused on the topic of distance learning in Ohio. A one-day drive-in conference which also focused on distance learning took place in January at Cleveland State. 75 people attended.

The Executive Board approved emeriti membership status for Ethel Mae Richards. OLLO awards were presented to Mary Lou Harris, Dr. Joseph Tucker and Dr. David Mitzel. Receiving Program Excellence awards were David Hefling and Kent State University; Karen Williams, University of Cincinnati, and the Clermont County Juvenile Court; and the Office of Community Service, the University of Akron Wayne College.

1997-1998

OCHEA celebrated its 15th birthday this year, led by President Carol Ventresca (The Ohio State University). Michael Ketterick (Cuyahoga Community College) was elected President-elect. Remaining on the Executive Board for another year were Henry Trenkelbach, Paul Parlato, John Kengla, and Eloise Lafferty. Angela McCutcheon (Washington State Community College) was elected Vice-President for Community and Technical Colleges. Dennis Ulrich (Kent State Geauga) was elected Vice-President for Branch and Regional Campuses, but resigned early in the year due to a promotion to the Kent main campus. The vice-presidency was vacant most of the year.

Chairing the Association’s committees were Susan Berry (Washington State Community College), Awards and Honors; Barbara Hanniford (Kent State University), Communications; Claude Paumier (Stark State College of Technology), Community and Government Relations; Kathi Albertson (Ohio University Zanesville) and Nanciann Rosier (Ohio University Lancaster), Conference; Jim Vondrell (University of Cincinnati), Constitution and Bylaws; Julie Mitchell (University of Dayton) and Joan Roettger (The Ohio State University), Membership; Annette Staunton (Tiffin University), Nominations and Elections; Jan Peterson (Bowling Green State University) and Margaret Katzan (University of Toledo), Site Selection; and Barb Mackey (Wittenberg University), Special Interest Groups. Marilyn Bokrass (Kent State University) served as historian.

During this year, the Community and Governmental Relations Committee underwent a major change in emphasis, moving away from community relations and focusing upon governmental resources and information sharing. The committee was renamed the Legislative Awareness Committee. The SIG committee coordinated the newly developed professional development one-day workshops and sponsored two programs: “Marketing” with Joanne Alexander Brown and “Workforce Development” with representatives of federal and state labor offices.

"Celebrating OCHEA: Growing as Collaborators, Entrepreneurs and Educators" was the theme of the annual conference held at beautiful Cherry Valley Lodge in Newark. Keynote presenters were Kurt D. Southam and Gifford Pinchot. With a proclamation from the Governor, OCHEA had a 15th birthday party. At the conference, Service to the association awards were presented to Barbara Mackey and Kathleen Albertson. The OLLO was awarded to Carol Fasig, The Ohio State University-Lima. Receiving Program Excellence awards were Matthew Isaac and Carrie Herr of the University of Toledo and Dennis Ulrich of Kent State University. A Special Achievement Award was presented to Michael Taggart, representing Enterprise Ohio and the Ohio Board of Regents.

1998-1999

Michael Ketterick (Cuyahoga Community College) became President of OCHEA to begin our 16th year. Serving as constituency vice-presidents were Cheryl Reindl-Johnson (Miami University Middletown), Branch and Regional Campuses; Ann Sklut (Belmont Technical College), Community and Technical Colleges; Barbara Hoskins (University of Cincinnati), Public Colleges; and Barbara Mackey, (Wittenberg University), Private Colleges and Universities.

Serving the Association as committees chairpersons were Susan Berry (Washington State Community College), Awards and Honors; Robin Imbrigiotta (Cuyahoga Community College), Communications; Claude Paumier (Stark State College of Technology), Legislative Awareness; Karen House (Miami University Hamilton) and Mary Kay Meyer (Xavier University), Conference; Jim Vondrell (University of Cincinnati), Constitution and Bylaws; Angela McCutcheon (Washington State Community College), Information Resources; Julie Mitchell (University of Dayton) and Joan Roettger (The Ohio State University), Membership; Annette Staunton (Tiffin University), Nominations and Elections; and Jan Peterson (Bowling Green State University) and Margaret Katzan (University of Toledo), Site Selection. Several new initiatives highlighted this year. The Research and Data Collection Committee became the Information Resources Committee, whose main project during the year was the study of and eventual beginning of an OCHEA web site. Workshops were organized for frontline staff members of our continuing education offices. Focusing on customer service and problem solving, workshops were held during the summer at Baldwin Wallace College and Otterbein College. Response to his first effort was most encouraging. "Building a Collaborative Workforce" was the subject of the professional development day. Facilitated by Bob McElwee, the program was held at Roscoe Village and attracted 31 members. The Private Colleges and Universities one-day workshop on "Changing Definitions of Quality and Standards" held in November at Otterbein.

Due to job changes, three new vice-presidents joined the Executive Board during the year. Geri Ash Grove (Kent State University) replaced Barbara Hoskins, Francis Sebring (Belmont Technical College) replaced Ann Sklut and Debbie Ruhe (Kent State Stark) replaced Cheryl Reindl-Johnson.

The 1999 annual conference was held at the Cincinnati Marriott Northeast and was co-sponsored by region VI of ACHE and the Great Lakes region of LERN. The theme was "Continuing Education, Showcasing our Past. . . Sharing our Present . . . Shaping our Future." 109 conference registrants heard keynote addresses by Williams Draves, President of LERN, and Jack Ricchuito. Chancelor Roderick Chu of the Ohio Board of Regents also addressed the assembly.

1999 OLLO awards were presented to Jane Cavanaugh (Baldwin Wallace College) and Barbara Hoskins (University of Cincinnati). Recognized for service to the Association were Eloise Lafferty (University of Akron), Julie Mitchell (University of Dayton), and Carol Ventresca (The Ohio State University). Program Excellence Awards were presented to Russ O’Neill (University of Akron Wayne College) and Lori Gourley (NEOUCOM/Kent State University).

1999-2000

A major accomplishment of the Association this year was the establishment and implementation of the OCHEA website. The website includes an up-to-date membership directory, association history, awards listings, and summaries of executive board meetings in addition to pertinent announcements. The website is the result of much work by Angie McCutcheon, chair of the Information Resources Committee.

In order to provide opportunities for staff members to participate in professional development activities, for the second year in a row OCHEA offered a workshop on June 29th at Stark State College which had 15 participants. A second workshop workshop was cancelled due to small enrollment.

A Professional Development Day for all OCHEA members and guests was held in October at Greystone Wineries in Columbus with a record attendance. The subject was using the internet for marketing opportunities.

The private college constituency under the leadership of Julie Mitchell held a drive-in one day workshop at the University of Dayton on Distance Learning and how private colleges are addressing the issue.

The membership database was refined this year and renewal notices were personalized. There were 49 new members which brought membership to a total of 161.

The annual conference theme was "Charting your Course." The conference was held at Cherry Valley Lodge in Newark, Ohio from March 1-3, 2000. Keynote speakers were Greg Marsello of LERN, Tom Terez who spoke on the Meaningful Workplace and Mark Towers who gave a humorous motivational speech. Thirteen breakouts and a field trip to the Longaberger corporate headquarters and factory completed the conference.
